Keeping America's Promise

My family's story is the American story: my grandfather's family escaped Germany on a midnight train to Paris in 1936, the day before the SS came to arrest them, and both my grandfathers went back overseas in World War II to defend the freedom that saved them. That history taught me that America's promise isn't inherited, it must be defended and renewed, generation after generation.

Policies

  1. Restore and Protect Voting Rights: Pass the John Lewis Voting Rights Advancement Act to restore federal preclearance and defend the right to vote from suppression and intimidation.

  2. Ratify the Equal Rights Amendment: Finally enshrine gender equality in the Constitution, making clear that equal protection under the law is not optional.

  3. Humane, Lawful Immigration Reform: Modernize the immigration system to reduce family backlogs, protect Dreamers, establish a clear path to citizenship, and dismantle ICE and replace it with a lawful, accountable immigration enforcement agency focused on due process, oversight, and public safety.

Defending Our Democracy

I spent 23 years defending the Constitution, and my oath doesn't have an expiration date. This moment calls us not just to rebuild what's been damaged, but to fulfill the founding promise: a government accountable to the people, not to loyalty tests or fear of reprisal, with the equal rights and voting protections that make democracy real for everyone.

Policies

  1. Limit Abuses of Presidential Power: Reform pardon authority, emergency powers, and war powers so no president can place themselves above the law or bypass Congress.

  2. Enforce Ethics at the Highest Levels: Require a binding Supreme Court ethics code, ban congressional stock trading, and strengthen emoluments and anti-corruption enforcement.

  3. Protect Free and Fair Elections: Fund election security, expand voter access, protect election workers from threats, and end partisan gerrymandering through independent redistricting commissions.

  4. Get Money Out of Politics: Support publicly financed campaigns, ban corporate PAC contributions, require full disclosure of dark money in elections, and overturn Citizens United to restore the principle that elections should be decided by voters, not billionaires.

Protecting Virginia’s Families

From Fairfax County to the Shenandoah Valley, Virginia's 11th district families share the same basic need: stability to plan for the future and confidence that hard work leads somewhere. I've managed programs where failure wasn't an option and lives depended on getting it right, and that's exactly the discipline I'll bring to protecting jobs and building an economy that works across urban and rural communities in this district.

Policies

  1. Lower Healthcare Costs and Guarantee a Path to Universal Coverage: Protect ACA subsidies, expand Medicare drug negotiation, cap insulin and essential medications, defend Medicare and Medicaid, invest in rural hospital capacity so no family has to drive an hour to find the care they need, and build toward universal healthcare through a strengthened public option.

  2. Make Housing and Childcare Affordable: Support the ROAD to Housing Act, expand housing in both growing communities and rural areas, cut red tape that drives up costs, and expand childcare tax credits and affordable childcare infrastructure to address childcare deserts across the district.

  3. Cut Taxes for Working Families: Provide a cost of living exemption on federal income taxes up to the cost of living based on family size through the Working Americans' Tax Cut Act, and ensure no increased taxes on individual income below $400,000.

  4. Make the Wealthy Pay Their Fair Share: Close billionaire capital gains loopholes through the ROBINHOOD Act, end corporate welfare by requiring large employers to reimburse taxpayers for public assistance their full-time workers rely on, and fully fund IRS enforcement to go after wealthy tax cheats, not working families.

Strengthening Our Security

I led billion-dollar national security programs, including missile warning systems that gave our forces precious seconds to survive an attack, and at the Pentagon I helped define the capabilities America will need far into the future. Security comes from economic strength, principled alliances, and experienced leadership that knows the difference between projecting strength and provoking conflict. Because bluster isn't a strategy.

Policies

  1. Maintain America’s Technological and Energy Edge: Invest in space capabilities, cyber defense, and next-generation power technologies including wind, solar, and fusion to deter conflict and ensure America leads the future.

  2. Build Energy Infrastructure That Works for Everyone: Meet the 21st century challenge of moving energy where it's needed and siting data centers and infrastructure in appropriate industrial areas, not on top of parks or in residential communities.

  3. Support Service Members and Veterans: Ensure competitive pay, quality housing, and family support for service members, fully fund the VA and expand mental health care, and support the Major Richard Star Act for concurrent disability and retirement pay.

  4. Smart Global Leadership: Restore alliances and invest in the State Department, support Ukraine against Russian aggression, compete with China through innovation, reduce nuclear risk through arms control, and support a negotiated two-state solution that ensures lasting security and dignity for both Israelis and Palestinians.

Ensuring Everyone Belongs

For nearly 15 years I hid who I was in uniform, and when I was finally allowed to serve as myself, my performance improved and my teams thrived, because nobody does their best work when they're spending energy hiding instead of focusing on the mission. Every American deserves the right to speak, worship, love, access healthcare, and live without fear, and I'll fight to make sure no child ever has to wonder if their country has a place for them.

Policies

  1. Protect Equality: Pass the Truman Amendment to ensure no American capable of serving is turned away from military service based on who they are; defend marriage equality; ban conversion therapy for minors; oppose laws that target transgender youth; and expand access to HIV prevention and treatment with the goal of eradicating the disease in our lifetime.

  2. Defend Reproductive Freedom and IVF: Codify Roe v. Wade, protect access to contraception, safeguard IVF and fertility treatments, and end the Hyde Amendment’s restrictions on care.

  3. Common-Sense Gun Safety: Universal background checks, red flag laws, and responsible ownership standards that respect the Second Amendment while reducing gun violence.

Delivering Good Government

I've seen government at its best. Teams delivering under pressure, protecting lives, making a real difference. And I've seen what happens when politics get prioritized over public service. Government should be there when you need it, whether that's a Social Security appointment, disaster relief, or the scientific investment that makes a better future possible. The public servants who make that happen quietly every day deserve our respect and support, not political attacks designed to weaken the institutions keeping Americans safe.

Policies

  1. Protect the Professional Civil Service: Block Schedule F, defend federal benefits, ensure continuity across administrations, and support fair pay for federal workers.

  2. Modernize and Fix Federal Agencies: Upgrade federal IT systems, reduce wait times at the SSA and VA, simplify access to earned benefits, and establish enforceable customer service standards.

  3. Deliver for Virginia: Secure long-term mass transit funding, invest in infrastructure projects across the district, support climate resilience projects, protect national parks, and ensure federal dollars support the entire district.
